On the afternoon of November 28, thecompletion ceremony of the second mid-level cadre training course of 2023 washeld in Qingdao University. Zhao Qiming, Party Secretary, Chairman and GeneralManager of SEPCOIII attended and made an important speech, and Li Junwei,Deputy Secretary of the Party Committee and Chairman of the trade union of SEPCOIIIattended the ceremony.

Zhao Qiming made an important speechentitled "Forever preserving eight hearts, breaking eight states, andvigorously promoting the company’s three entrepreneurship with the spirit ofhard work and responsibility". Zhao Qiming stressed that strengthening theconstruction of the cadre team is a solid foundation for the company tomaintain strategic focus and firm strategic confidence, and is a key measure topromote the company to get out of the predicament as soon as possible andcreate new brilliance. At the critical moment of the company’s transformationand upgrading, it is urgent for all cadres to understand the situation, act onit, act firmly, forge a keen political force, excellent leadership, strongcoordination, and firm execution that are unified with the mission of thetimes, compatible with the company’s development, and matched with the loyaltyto perform their duties, so as to escort and accumulate momentum for thedevelopment of the company.
For the reform and development of thecompany, Zhao Qiming put forward eight requirements for all cadres:

Weneed to strengthen our political experience, strengthen our ideals andconvictions in fulfilling our duties, and remain clear-headed, firm, and orientedin the face of what is right and what is wrong.

Practical work should be reflected in "solvingproblems", changing ideas, thinking of ways, making practical moves, andexercising the true ability to correct losses. Practical work should bereflected in the "risk prevention", with the wisdom of accurateidentification of change, scientific response, and the ability to actively seekchange, overall development and security, and constantly improve the ability topredict, respond to and handle major risks.
Third, keep the "heart of hardwork", break the mentality of fear of difficulties, and be a strugglingcadre. We must dare to overcome difficulties, alwaysmaintain the spiritual realm of "success does not have to be in me"and the historical responsibility of "success must have me", overcomedifficulties with tenacity and perseverance, and move forward. We should dareto take the initiative, actively analyze, actively study, actively communicate,actively solve, always keep a cool head, clear judgment, clear ideas, clearcountermeasures, find methods, and do our best to "break through".
Fourth, always maintain the "heart ofresponsibility", break the complacency, and be a pillar of cadres.Responsibility is reflected in the critical moment, we must have the courage tostand up, dare to rush up, take forward command, take forward action, andactively safeguard the interests of the company, the interests of the group,and the interests of the country.
